Instead of conducting a separate competitive solicitation for every qualifying project, eligible agencies can issue individual job orders under the existing statewide contract, reducing procurement time while remaining compliant with South Carolina procurement requirements.

Shine Construction started as an electrical contractor, and that is still a major part of what we do, especially LED lighting upgrades, sports lighting, and large-scale facility lighting. Over time, clients began asking us to take on more of the work around those projects, and that is what led us further into general contracting.
Today, we handle a range of renovation and facility upgrade projects, including roofing, interior renovations, ceilings, painting, parking lots, and specialty upgrades such as walk-in coolers and freezers. Most of that work grows out of existing client relationships where we are already trusted on the lighting or electrical side and can step in to manage additional scope more efficiently.
Our focus is on renovation and upgrade work that requires coordination, responsiveness, and close project management, not ground-up construction. Shine holds a South Carolina Group 5 Unlimited General Contractor license as well as a Group 5 Unlimited Electrical license, which allows us to take on projects of significant size and complexity.
